No minutes left/plenty left

When I try to call someone (Irish mobile number), a voice says I don't have any minutes left - but when I came on here to check my account, it says I have 291 minutes left... Any ideas?

Is it definitely a mobile number and not a landline or other "special" number?
What is the prefix?

Do you know what network they're on?

Yes, it was a mobile number and they are on 48 too. But I just tried again today and it seemed to work, so seems to have solved itself for now! Weird!
