how does one contact support to enable all outbound features on sim.

allow international dialing special message rate etc.

Also the last time i was abroad data roaming was not enabled and yes i had it enabled on my phone.

International calling is enabled by default but you need cash credit on your account to pay for international calls otherwise the call will not connect:

What do you mean by "special message rate"?

If you mean texting premium SMS 5xxxx numbers then 48 don't support that at all.
