Are UK landlines not included in landline minutes? How much does it cost to call a UK landline?

No - international landlines and mobiles are not covered by membership or add-on minutes.

The only exception is Northern Irish landlines called using the 048 prefix instead of the 00 44 prefixes.

You need cash credit on your account to pay for international calls.
