iMessage Activation sorted

Ensure the normal settings have been turned on and your number is set up on the phone.

Add 1€ credit (the background activation message from Apple comes from the UK) these messages are 8C

Go to settings and turn iMessage off
Power the phone down
Remove the sim and re insert
Power up the phone
Turn iMessage on
I message will now b activated

Other way around - the iPhone SENDS a text to a UK activation server in order to activate (due to the stupid way that Apple do things) and without cash credit to pay the 8c for this SMS it will never send and the iPhone will never tell you (again because of the stupid way that Apple do things).
