Personal hotspot

I am unable to create a personal hotspot on my iPhone 5, it says to contact my carrier. I have 15 GB of Internet and it persists not to work. All help appreciated.

Is general internet access working already?

If not then you first need to configure your internet/APN settings.

The personal hotspot option doesn't always appear on iPhones in which case you probably need to refer to this:
