I have gone through the ‘set up hotspot and tethering article. however, there is no option on my phone to input the APN (no mobile data options tab) and hotspot appears greyed out/locked

To use a hotspot on 48...

First make sure that you have an active membership plan, your APN settings are configured correctly, and mobile data works for web browsing and connected apps.

Second, configure your hotspot as normal:
